What is the 311 National Power Index?
The 311 National Power Index ranks countries on four pillars of power: economic, technology, military and human capital. It is compiled by the 311 Institute from official statistics and its own directories.

United States tops the 311 National Power Index.
How is technology power measured?
By R&D spending, scientific output, and the R&D labs, startups, unicorns, investors and largest companies each country has in the 311 Institute directories.
Where does the data come from?
The World Bank's World Development Indicators (CC BY 4.0), which include military data compiled by SIPRI, and the 311 Institute directories.
How often is it updated?
Whenever new official figures are published or the 311 Institute directories grow.

How the 311 National Power Index is built
Each measure is scaled from 0 to 100 on a logarithmic scale, so the gap between large and small countries does not swamp everything else. Only figures from 2023 onwards are used. Data: World Bank, World Development Indicators (CC BY 4.0), which includes military data compiled by SIPRI, plus the 311 Institute directories. Checked 3 October 2026.
